Jeffrey L. Wagoner is a retired U.S. Navy Captain, Navy pilot and Gulf War veteran. He flew the S-3 Viking from aircraft carriers and commanded three Navy Reserve units.
Ryan Blay served as president of the Kansas City Bankruptcy Bar Association in 2023 and 2024. From 2022 to 2025, he also served on the Western District of Missouri Bankruptcy Court’s Attorney Advisory Group and the District of Kansas Bankruptcy Bench-Bar Committee.
President Jeff Wagoner established the Kansas City Automotive Museum and continues to serve on its board of directors, demonstrating a strong commitment to community and nonprofit leadership.
He is involved in the museum’s Kids Autocross event for children with special needs and their families. The third event, held in 2026, welcomed more than 100 children. Jeff is also an Eagle Scout and has been active in the Boy Scouts.
